Inserting a jpg in a comment box

I thought I had read that it is possible to insert a .jpg file in a comment box. But, I can't find any info. on how to do so, or to verify if it's even possible. I'm running the excel version that came with my 2003 MS Office basic. Thanks.
 
Insert Comment - Right click comment and select Format Comment

Colors and Lines / Color DropDown / Fill effects option / Picture tab / Select
Picture / Choose picture and hit Insert

With the comment showing, select the border, then right-click it and
choose Format comment. in the Colors and lines pane, choose Fill effects
from the Color dropdown. In the picture pane click choose picture.

There are probably shortcuts in xl03.
 
1. Right-click on the comment border and select "Format
Comment..."
2. Color and Lines Tab.
3. Select "Fill Effects" on the drop-down list for Color.
4. Picture tab.
5. Click "Select Picture".

When I go to format comment it only brings up the Fonts tab and will
only allow me to select a font, size, ect.

The cursor has to be on the border not the comment field.
