Insertiing a button does not open dialog box

When I try to insert a button or any other function from the toolbox to a
form, it adds the button to the form... but the dialog box to step through
the options on what the button is to do does not open? How can I get that
dialog box to open so I can select what I want the button to do?

Before clicking the button and dragging it to your form, make sure that the
wand button in the toolbox is highlighted. If it's not, you don't get the
wizard which I assume is what's happening here.

times I was looking at it.
