Inserted picture signature has a red x in a empty box

I am trying to insert a picture as my signature as picture and, it displays
ok when I view it from options==>mail format==>signatures. However when
composing a new email or trying to insert a signature, all I get is empty box
with a red X at upper left hand corner.

I am using office 2003 pro with all the recent service packs applied.
