Picture in the outlook signature does not display

In Outlook I go Tools-options-Mail format-signatures- to create my new
signature. I insert a picture into the signiture that is located on my hard
drive. When I click new message, the picture is not there, just a block with
a small red cross in it.

I have the same problem...Outlook 2007. I've deleted all traces of
the signature files (.\Application Data\Microsoft\Signatures) and
started over, but there was no change. I also installed SP3 and any
other updates available. The only thing I've found is someone sells a
piece of software to manage signatures...but obviously if it's a big
enough problem that somone made software to sell to fix it, MS needs
to address the issue.
