inserted cd not recognized

system does not recognize newly inserted cd unless i reboot. bought a new
drive but same problem. windows xp sp2 up to date. going nuts. please help.
 
Is this the same CD on both drives your trying to view? if so, does this
disc work in any PC? You could try reinstalling SP2 and see if that corrects
this issue.

disks work fine in any drive after boot. it's just that the system thinks the drive is empty after disk change thus have to boot after a new disk inserted. Do you mean reload windows completely? can do that but would rather not. too lazy.
