Insert row lock

I'm modifying a spreadsheet from someone else and it won't allow me to insert rows (I can delete)
I've looked everywhere and can't seem to figure out why this would be - or "how". (The person who created this is no longer around.

If you hit control-end, does excel take you to row 65536?
If so, delete that row (and all others above you know are empty).
