Insert photos and freeze them in place in Word document

I am writing a family history/genealogy.
I have over100 photos that I am trying to insert but am having trouble with
them jumping or floating around.
Can I set up 5 or 6 pages and then 'freeze' (pdf ??) them or ??
 
You would probably be better using tables to position your images and text.
