Insanely bad net connection

a few weeks ago a got a new laptop with windows XP
insta;ed on it. it got 258 ram with p2.6g and 56k modem.
i was finding my internet explorer was realy slow. i am
on 56k so put it down to isp problems, however after i
installed a online game called ultima online that ive
played for years on an old 64ram p366 with a 56k modem.
its latency was going up to 5000-10000. i swapped back to
my old PC to find it back down to a normal 300-400. i
instantly swapped back to the new pc to find once again
5000-10000 latency. i can only assume it is then the PC.
is it possible theres something else using my connection
on the new pc? if not does anyone have any advice on what
i can do? any help is greatly appreciated.

You might also bounce this off your ISP's support folks.
