Input Locale

Does anyone know how I can add an input locale to a computer without having
to set it for each user... mandatory profiles are not an option at this
time.

Create a new user, log in and add all input locales you need. Then log off.
Log in as an administrator and copy that user's profile over default user
profile.

Note: In WinXP SP1 there is a checkbox which allows you to apply your
settings to the default profile without having to copy it manually.
