Initialization routine failed to load

Suddenly on startup, I get a Message "Error loading
c:\windows\System32\nvcpl.dll. A dynamic link library
initialization routine failed."
My display is locked at 4 bit(lowest)resolution and will
not respond to attempts to adjust the Setting either
manually or by Windows automatic option.
The file "nvcpl.dll" still exists at the
c:\windows\System32\ location. What to do?

nvcpl.dll is part of your nVidia display drivers. If you reinstall them it
will fix both of your problems.
