INI propagation

I have a program that reads an INI file, but when all the current users run
the program it doesn't read. Newly created users and the Administrator read
the file just fine.
Any help would be appreciated.

Copy the ini file to the user's "\windows" directory. This directory will
either be located in their local profile on the terminal server or on the
user's network home directory.
