I recently inherited a Windows 2000 PC from a
former co-worker. How do I transfer the ownership
of the software (license, registration, etc.) to
be in my name rather than his?

It should be owned by the company, not the employees.

if you are referring to applications like MS Office, uninstall the app,
then re-install it. Again, unless you are paying for it, and personally own
it, your name should not be entered as the owner. It should be the name of
the company that holds the licenses.
