inheritable permissions in AD user objects

For some reason, all newly created user objects are not set to inherit
permissions from the parent. This is causing a problem for myself. I need
to allow our helpdesk operator the ability to change passwords for all users
within the domain.

Is there a way to make all user objects inherit permissions without having
to check the box under properties of each user object??

I left out one important thing...I need to do this through Active Directory.

I appreciate the response, but I assumed this being an AD ng, that it was
implied that I was referring to inherited permissions w/in AD/nested OU's.

I apologize for any confusion, and would still greatly appreciate any
further help on this matter!
