Information Bar Disappeared & IE Hangs When Access Windows Update

Hi, I am running on Windows XP Home SP2, I have the following problems :

1. The yellow information bar is missing.

2. When I access Windows Update, it hangs on IE ie. Not Responding. The
following messages on the screen :

Checking if your computer has the latest version of Windows updating
software for use with the website....

The website uses ActiveX controls to determine which version of the software
your computer is running. If you see an ActiveX warning, make sure the
control is digitally signed by Microsoft before installing it or allowing it
to run

I couldn't get past the validation windows. The information bar didn't pop up
for me to allow the ActiveX.The following e-mail from Compass Rule
Manager(Microsft) worked.

I understand that you received the error code -2146827850. This issue can
occur if ActiveX controls subkeys are missing from the registry. At this
time, let's refer to the following steps to resolve this issue.

1. Click Start, Click Run, type in "notepad C:\fix.reg" (without quotation
marks) and press Enter. Choose Yes when you are prompted.
2. Copy the following commands and then paste them into the opened Notepad
window.


Windows Registry Editor Version 5.00
[HKEY_CLASSES_ROOT\CLSID\{0000031A-0000-0000-C000-000000000046}]
@="ClassMoniker"

[HKEY_CLASSES_ROOT\CLSID\{0000031A-0000-0000-C000-000000000046}\InprocServer32]
@="ole32.dll"

[HKEY_CLASSES_ROOT\CLSID\{0000031A-0000-0000-C000-000000000046}\ProgID]
@="clsid"

[HKEY_LOCAL_MACHINE\SOFTWARE\Classes\CLSID\CLSID]
@="{0000031A-0000-0000-C000-000000000046}"

3. After you paste the above commands, please close the Notepad window.
Choose Yes when you are prompted to save the file.
4. Click Start and Click Run, type in "C:\fix.reg" (without quotation marks)
and press Enter to run the commands we have pasted.

5. A dialog box will pop-up saying "Are you sure you want to add the
information in C:\fix.reg to the registry?". Click Yes on this dialog box
6. Reboot the machine.
7. After the machine reboots use Windows Update and see if the problem has
gone away.
