information bar and activeX controls

I recently had to restore my computer to a older restore point and when I did
it fixed my original problem, but created some a new one. My virus program
said it was missing some files so I unistalled them and tried to reinstall it
from the web site it came from but when I get to the download screen it says
that I need to install an activeX control, however the information bar
doesn't appear so I can install it. I have tried lowering my security level
w/ no results. I have downloaded a script patch that was recommended W/ no
results. please help! how do I make the information bar appear if it isn't
there.

Internet options, then security and custom. Scroll down to activeX controls
and plug-ins. Under automatic prompting for activex controls, check disable.

i can't even see howto ask aquestion here- i tried new but with no succes
