Any suggestions...InetSpeak Websearch keeps trying to
reinstall spy ware on my system. No matter how amny time
I remove it or quarantine it....it continues reinstall
and bring up the red warning antispyware message.

Do you have any firewall on your system? If not - than use one (for example
Zone Alarm, Kerio, Agnitum Outpost).
And start the system in the Safe mode (F8 during startup) and perform full
system scanning (check it under Scan options). Also you can try other
"cleaning" software:
