Individual user(s) can't get into the system

My neighbor brought me his computer and said he couldn't get in to the
system. So I turned it on, it came up to the individual users window
adn I clicked on each of them. They each then attempted to come up
(log on) then they each logged themselves off before you could do
anything. It then went back to the users window so you could do it
again and again and Again. Is this a windows problem or a virus? And
how do you fix it?
