when I upgrade my index.htm if a user tried to visit my web site at the
same time he can see all folders and files on the server till the index.htm
uploaded so please I need some help when I upload my index.htm can't see any
file and folders

You don't need to be concerned. Just publish the new version of index.htm
to overwrite the old one. You don't need to delete the old index.htm file
to publish the new one.

I'm overwriting the index.htm but the issue is whn you overwrite it you can
see all file or folders on the server if you visit the web at the same time
you overwrite so please I need some help to fix this

When you publish with FrontPage the time taken to overwrite the page is
milliseconds. FP uploads the file with a temporary file name such as
..index.htm.tmp and when uploaded, renames the file to index.htm
The time it takes to kill the original and rename the new is the only
opening that visitors have without a home page - a few thousandths of a
second.

You should also turn off directory browsing on the server - the users will
then get a 403 error instead of a folder listing.
