Increasing Window Transparency?

I've seen screenshots online of other Vista computers where the window white
areas are very transparent. How can I increase the transparency of the white
area of the windows. By white area, I mean the white behind the lists of
icons if, for example, you're in Windows Explorer.

I've decreased the color intensity as low as it can go, but I want the
windows to be more transparent. Is there any way to go about doing this?

In visualstudio 2005 & programatically I think.. a property of a
window..opacity 0 to 100%
