Incorrect message stating call not answered

When using MS fax console to send a fax message Imostly(but not always) get
an error message stating that the fax call was not answered. However when I
listen in on my handset I can hear the receiving number answering the call.

Also, when i do manage to get through the fax often seems to fail whilst in
the process of transmission.

Sometimes when I get a message stating that the fax has been sent
successfully I hear from the recipient that the output is garbled.

Presumably it is not a fault in the modem as if so why are some faxes sent
successfully.

Can anyone help?
