inconsistent site access

For 3 days experiencing inconsistent ability to open 2 freqently used
websites. Sometimes open, sometimes not. Have deleted temp intenet files &
cookies, cleared history, & increased storage space. All applications updated
& current. Disabled IP scam/spam/pop-up blockers also to isolate
interference. No solution. Using McAfee anti-virus and firewall too.

IP provider recommended hard coding DNS servers in XP. Am reluctant. Should
I be, OR any other suggestions?

Additional possibilities:
If running a cable modem, dsl modem or router, have you, at some point, shut
everything down for a few minutes? This sometimes helps.

Or, deleting the History folder and TIF folder may help:

Try disabling third-party security programs to see if one of them is causing
this. Turn on the Windows firewall (Ctrl Panel> Windows Firewall) and
disable the third-party firewall.

Try opening a Cmd window (or from Start> Run) enter
ipconfig /flushdns
then clear the Temporary Internet Files and restart.
