inconsistent i-net on win2k network.

My background:
I'm a hack who has installed a few peer-to-peer networks
with Win98 operating systems. I've done technical support
for Microsoft in the Games/Hardware division, so I'm no
slouch. I just don't know a lot about client-server
networking.

My situation:
I've started a new job where the network isn't working
properly. Some nodes are wireless, others are cabled.
Some are Windows ME (groan), others are Windows 98. All
the nodes log into a Windows 2000 server in a client-
server environment with a proxy server.

Our problem:
Out of 25 or so nodes, at least 5 have issues with
internet connectivity. By issues, I mean that either web
sites are *extremely* slow, or we get "Page cannot be
displayed". Others in the building have no trouble.

No problems viewing workgroups in Network Neighborhood or
accessing a Linux box on the network for our time-clock
system.

Connection settings:
1. TCP/IP and NetBEUI protocols are installed for the
adapters.
2. All requests from IE are routed through the proxy.

Steps I've tried:
1. I can ping 127.0.0.1 and the Gateway IP. Anything else
times out, including the proxy IP.
2. Tracert doesn't even make it to the first hop. It just
hangs there.

Possible solutions I've found:
DNS cache on the Windows 2000 server needs to be cleared
and refreshed.

Thoughts? I tried to be as thorough as possible in my
post. If I left out an important piece of the puzzle,
please let me know.

Netbuie should not be necessary and can be removed. Got WINS installed on
the server? W9x, ME and NT4 need it.
How many nics in the server? Does the DNS on the TCP/IP properties point to
your server-IP?
