Do you have an email scanning function in your AV program? Disable it (may
need uninstalling and re-installing without the scanning function, depending
on the program) and see if that helps.
If you have anti virus intergrated with outlook, you may want to retest
after uninstalling it and rebooting.
Also ensure your auto send receive is not configured for less than 10
minutes
