incoming email forwarding

I am trying to have a copy of all of my incoming email bounced over to
another (internet) email address. I have tried using the "Rules" menu but it
doesn't seem to be sending them to the "redirected" email address. I tested
the Rule by copying the incoming emails to another folder and that worked
fine.

Also - If it makes a difference, the email address I'm trying to forward to
is a cellphone email that starts with numbers.

What version of Outlook and what type of account?

I'm using Microsoft Office Outlook 2003. Hosted Microsoft Exchange.

By default, Exchange will not allow forwarding to external addresses.
