Inbox Synchronization with Outlook 2003

I have a remote user who connects to my Exchange 5.5 server and synchronizes
all her folders. All folders synchronize fine except for her Inbox which
just downloads to her C: drive. Is there a way to make Outlook 2003 take
what is in her C: drive Inbox and put it in her Exchange Inbox?

Is the default delivery locate set to a personal folders file or Exchange
mailbox? (should be Exchange mailbox)
