Have a user that's email will not send or recieve emails
until he clicks on a folder in the Folder List on the
Left. Any sent emails sit in outbox and any new emails
will all of a sudden arrive. Definitely a local issue.

I assume that you have an Exchange account. The problem is that the
information that Exchange is sending to Outlook to let it know that a change
has occurred in your mailbox is being blocked by something. Have your
network administrator look at
http://support.microsoft.com/default.aspx?scid=kb;en-us;815052, which could
be the problem. If nobody can figure it out, try applying the registry
changes in http://support.microsoft.com/default.aspx?scid=kb;en-us;Q305572
(Outlook 2002) or
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q304849 (Outlook
2000) to make Outlook start asking Exchange for change information rather
than waiting for Exchange to tell it.
