Delay delivery

sometimes an email with a delay delivery opton set, gets sent right away.
When I troubleshoot, the options are set to a time later than the current
time.

On another acct, the delayed email is never sent, just sits in the Outbox.

Are you using cached mode on both accounts? Outlook needs to be running to
send the message when you're in cached mode.

That's not relevant. Offline and online mode have to do with whether
or not Outlook connects to the network to get at the mail hosts.
Exchange cache mode is a mode of operation (when online) that
supposedly reduces network traffic in an enterprise network between all
the employee's Outlook clients and the company's Exchange server.
Sometimes it doesn't work, like not seeing new mails until you change
focus away and back to the Inbox, so disabling Exchange cache mode in
Outlook to revert back to the old polling method is sometimes
recommended.

I'm not aware that Exchange cache mode is needed to perform scheduled
sending. From my recollection, the delayed delivery was handled by the
Exchange server, not by Outlook. You didn't even need Outlook loaded
so whether it used Exchange cached mode or not is irrelevant since
Outlook isn't even running. However, I can see that maybe Outlook may
be used in the interim before a mail is sent to see if at any time
before being sent the user has deleted the item or changed the send
time.

From http://support.microsoft.com/kb/188696 for Deferred Submission:

"Delayed messages are immediately sent to your Outbox in your Exchange
Server mailbox, which stores them for the specified time before
sending. This option is not an X.400 standard and is specific to
Exchange Server.

If you are using a personal folder (PST) for storage of your e-mail
locally, the message immediately leaves your Outbox and shows in the
Sent Items folder. This is because the client does not control the
deferred delivery time. The message is moved from the local Outbox to
the Exchange Server mailbox Outbox, where it awaits the specified time.
This allows the message to be sent after the client logs off the
Exchange Server computer."

For Deferred Delivery:

"After you set a message for deferred delivery by selecting "Do Not
Deliver Before" and clicking Send, the message appears to leave the
Outbox and is displayed in the Sent Items folder. The message has not
actually been delivered at this point. Because this characteristic is
an X.400 specification, a flag is set in the message header to denote
this option, and the Exchange Server MTA queue holds the message until
the specified time."

So that it your delayed e-mail is no longer in your Outbox and it is
found in the Sent Items folder doesn't mean it was already sent to the
recipient. Probably still sitting in the Exchange server awaiting its
scheduled time to send it. Also, although you delayed when your e-mail
gets sent, the datestamp seen by the recipient will be when you composed
your e-mail (which is going to be earlier then when it gets sent).

Wrong. Cached mode makes a difference. If using cached mode its held in
outlook until the scheduled time. Outlook needs to be running. If not in
cached mode, exchange holds the message and outlook does not need to be
loaded.

In earlier versions its didn't always work correctly with SMTP but the OP is
using Outlook 2007 so that is immaterial
