Inactive shortcuts on Desktop

Most of the icons on my desktop seem to be deadends;
when attempting to open a file, folder or any shortcut
there is no response. Not even an error message.
Also, I cannot create a shortcut onto my desktop that
will generate an active response from any drive.
 
To learn about creating desktop shortcuts, open the Help and Support Center
and search for 'desktop shortcut' (without the quotes.) Select the article
entitled "Put a shortcut on the desktop."
