inactive send button

I created an html flyer and distributed it on to my coworkers. Then my
coworkers tried to send it on and the send button was gray <inactive send
button>. I thought it may be from some kind of spam filter but is thier
anything else that could of caused this. It has become a nuisance
 
You didn't provide any information on how you distributed it to your
coworkers and how they are supposed to send it on.
 
I just sent the email to them by clicking send. They would then just open the
email and repply or fw: to whomever but the send button is inactive. thanks
for the help
 
Sorry to keep hammering away at what seems to be the same question, but are
they actually clicking Reply or Forward before they try to send? From your
description, I can imagine people opening the item and not seeing a Send
button because they're still looking at the received message.

Its after they click reply or forward. they can see the send button but it is
grayed out <inactive>
