I moved my Western Digital HD from one motherboard to
another and recieve this
INACCESSIBLE_BOOT_DEVICE
after boot up. I checked the Microsoft Knowledge Base and
found this Article - 287043 that closely resembled my
error and circumstance. But the advice there did not help.
I had already previously tried fixboot and fixmbr from the
console and the emergency repair didnt help either. The
boot.ini is correct for the first partition on the first
drive.
When in the console I can browse around and see my files.
I just cant boot to it.
Any other ideas?

Win2000 is quite finicky when it comes to hardware. Your
problem is very common and occurs in most cases when
you move a hard disk to a different motherboard.

You may be able to resolve it by putting the hard disk back
into the original machine and replacing the specific driver
for the Master IDE Controller with the generic Microsoft driver.

Normally, unless the new motherboard is virtually identical to the
old one (same chipset, IDE controllers, etc), you'll most likely need
to perform a repair (a.k.a. in-place upgrade) installation, at the
very least (and don't forget to reinstall any service packs and
subsequent hot fixes):
