Inability to send mail

I've spent days trying to send email in Windows Mail. I can receive email,
but in attempting to send a message I get a variety of strange messages. The
most recent one occurred this evening: "Connection to server has failed,
yada, yada, yada, Error Number 0x800cccoe. Does this mean anything to
anyone? Also, why did I have to turn off the pop up blocker to get to this
screen?

It's always the same - when you can't send mail, the very first thing to do
is to visit your mail provider's website and verify your mail account
settings against the examples they will show there. If they don't list
Windows Mail in their configuration guides, use the one for Outlook Express
instead; the apps are similar enough.

As to the pop-up blocker, I have noticed that many websites - whether by
intentional design or by pure dumb luck - simply stop loading the primary
page while they wait for their pop-up(s) to load. No pop-up, no main page.
Cute trick, in my opinion...

-everything
matches. I looked for configuration guides but they tell me my system is
not supported - I have a vista machine. All previous os by microsoft listed
but not vista.

It may be a longshot, but take a look at

Also, a fix which has been proposed for certain network-related problems
goes something like this:

1. Go to the Vista start menu and type cmd
2. The search results will display a program titled cmd
3. Right-click on the link and select "Run as administrator"
4. type "netsh interface tcp set global autotuning=disabled" without
the quotatioin marks
5. Test your POP account and see if you can now download your mail.
6. If nothing changes, reenable the autotuning feature by typing
"netsh interface tcp set global autotuning=normal"
