inability to make a collection

I cannot put multiple files into a collection. I copy a
file then when I go to paste it into an existing
collection the paste is grayed out. If I drag a video to
a collection then a sub collection is formed containing
the dropped video.
Any ideas?
 
Video files always get added to a new collection that is automatically
created.

Once in the new collection, you can copy or move the clips to another
collection and delete the newly created one.
