In Word, can you assign colors to each reviewer to track changes

We are making some large legal documents and have multiple people making
changes. Is there a way to assign a color to each person so that we know who
made what changes?
 
No. You can set the options up to show revisions "By Author", but in that
case you don't get to choose the colours.
 
How do you show the revisions by Author?

From the Track Changes Options dialog. You can open that from Tools >
Options or from the menu on the Reviewing toolbar.

The Color dropdowns include actual colours and a "By Author" setting.
