There shouldn't be, but there is.
That's why for malware, "Safe mode" isn't.
The only reason advisers keep advising Safe Mode to tackle active
malware that's in control of the system, is because we haven't
anything better.
Actually, we do have something better, no thanks to MS; Bart's PE.
But most advisers consider it "too difficult" for newbies to use, plus
there's not a lot of av tools that run effectively from this
environment. There are some specifically written for Bart's, and that
actually ship with a version of it (e.g. Avast for Bart) but they are
costly++, because Bart's a hi-risk environment for developers.
Why the high risk? Because it's a small vendor's private effort, and
could get killed by MS if they were to cough a few lawyers at it.
The only folks who can really fix this deplorable state of affairs, is
MS. And MS is asleep at the wheel.
XP on NTFS has been deployed in consumerland for 3 years now, and
there's *still* no maintenance OS for data recovery or av cleanup!
