IN safe mode can accounts be deleted.

I have a WIN XP Home. I want to re install but don't have the disks.
Can I go into safe mode,sign onto the administrator account and delete
all the other accounts. Then I would wipe free space on drive. Then
setup the accounts again.
The only disk I have is the DELL program re install,which I will use to
re install any programs that came with computer.

Also if I make the new accounts limited will that give more protection
while on the internet.Besides anti virus anti spyware and a firewall,
what other measures can I take within the WIN XP Home to make surfing
the web safer?

Confusing. You first say you want to re-install XP. Then you say you
just want to delete accounts. You probably already have all the
disks/resources you need.

It's not the DELL OS cd it's the DELL Tools CD. These are for re
installing DELL installed software NOT the operating System.
