I would like to set, as default, a new blank message, but with my contact
information in Outlook. Any ideas?

I, for one, don't understand the question. Could you restate it?
 
Go to TOOLS> OPTIONS> Mail Format tab> Signatures>
click on Signatures... button, rest of it should be self-explanitory...
