In outlook 2003, the redirect rule is missing.. even after reinst.

In outlook 2003, the redirect rule is missing.. even after reinstall.
Anyone know how to get it back?
maybe someone can export theirs so I can get it back? (minus your email
address, I dont want that)
Any help would be appreciated.
 
An earlier post this month shows that the redirect rule is only available to
Microsoft Exchange users.
