In Outline Numbered mode, how do I get back "grayed out" areas?

In Bullets & Numbering, the Outline Numbered tab, all of the bottom areas are
now "grayed out" -- Restart Numbering/Continue Previous List/Customize/Reset.
How do I regain access to these features?

This is Windows 2003.
 
Is this with all documents? If so, try deleting the List Gallery
Presets key in the registry. You'll find it at
HKEY_CURRENT_USER\Software\Microsoft\Office\<version>\Word\List
Gallery Presets.
