Is there a setting in windows to turn off the timer? it always turns back on
at 8:24 am

it's a Hp Pavilion a650y has 1g. XP Pro.

In your CMOS setup check the settings for "Resume on Alarm", "Wake up on LAN"
or "Wake on Modem" or something like that. Disable those features if not in
use.

Do this only happen if you Hibernate your PC or even after Shut Down?

you mean when the computer starts up? Can you please tell me where I can find
that?

Turn on your PC. The first screen you see is called POST screen. Press DEL or
F2 or whatever key required to enter in CMOS. You can read the instructions
on this screen as well. Some computers are so fast that they do not give the
time to see the instructions to enter in CMOS. Del is most likely used or you
can continuously press F2 or DEL one by one after turning on the PC. You can
also use Pause key on your keyboard to pause the boot process.

After you enter in the CMOS, you can look those options in Power Managent
Options. They are not so called on every computer so you have to check for
this or you can check the Motherboard manual if you have any.

Hope this help, let us know!
