Improper shutdown of XP

I'm trying to fix up a computer that has a shutdown problem.
If I click Start\Shutdown nothing happens. If I repeat the process it
will work. I've also set the power button to shutdown the computer as
well. Pressing the power button has no effect. Both of these worked up
until a couple of weeks ago, and the owner is getting frustrated.
Any ideas on a quick fix for this problem?

It sounds like a hard disk problem. I would first get a program to check the
hard disk for errors. You can usually get them from your computer
manufacturer's website. If no errors are reported then it's probably a
windows problem meaning you'll need to reformat your computer and reinstall
windows.
