importing PST file

I am trying to import a PST file from my old job but access is denied. I do
not have permission. How do I unlock the file?
 
Right-click on the PST and ensure it's attribute is not set to read-only.
Outlook needs write access to open or import a PST file. If the file has
write only access then it might have been protected in other ways.
