Where is the .pst file located and is the "read-only" attribute off?

||| Having restored my PC to factory settings I am trying to import a
||| .pst file I saved previously. Outlook is telling me its not a
||| personal folders file. It has to be! I exported it from Outlook and
||| it saved as outlook.pst.

| Have tried 'opening' it and I get a message that outlook.pst is not a
| personal folders file.
