Importing outlook .pst file

When I attempt to import a saved Outlook .pst file after reloading Office
2003; I get the following error message when I try to open the file:

You don't have appropriate permission to perform this operation.

Or:

File Access is denied. You do not have the permission required to access the
file C:\...outlook.pst.

How do I fix this so that I can import my data files?

No not Import. Use File>Open>Outlook Data File

I get the following error message when I try to open the
file:

You don't have appropriate permission to perform this operation.

Make sure the read-only attribute is cleared from the file first. In
Windows Explorer, right-click the file, choose Properties, and uncheck
Read-Only. You can't open a PST that's on a CD. You must copy it to your
hard drive first.
