Outlook Express won't run under Vista. Its replacement is Windows Mail.

Here's some information on importing messages from Outlook Express
into Windows Mail:

If you find a .wab file, which contain the old contacts, bring it along, and
ask here
if you need help importing it.

XP isn't available for download, and won't run on all newer computers. If
you still
have your CDs for XP, you may be able to run it in a virtual machine under
Vista, and then run Outlook Express under it, but that's not for someone not
very
familiar with computers.

Depending on how "fried" your old computer is, you may not be able
to retrieve any data from it. I assume it won't boot up. If you have access
to someone who is computer savvy, he may be able to attach the hard drive
from the old machine as a temporary second drive to the new machine,
which would enable data retrieval.

I recently backed up my messages to a flash drive as I reformatted my
computer. Now I can't seem to import the file to Microsoft Mail now that I
am back up and running. I backed up the file into a .pst folder. Any
suggestions how to get my backed up mail into Mail?

I'm not familiar with any program called Microsoft Mail. The program
usually discussed in this newsgroup is Windows Mail, which will not
import .pst files unless you have Outlook installed.
