Importing Outlook Express into Windows Mail

I am attempting to import Outlook Express from an XP system into Vista
Windows Mail. I have copied the contents of OE6 folder to my Vista PC. When
asked for location to import, it doesn't allow me to type anything into the
location. I have done this before, but it doesn't seem to work any longer.
What is preventing me from entering a location into the Import location?

I have set up my user accounts.

You can import all your emails into outlook 2003 or outlook 2007
and then use the .pst file in vista as well.
