importing outlook 2003 pst into outloot 2007

Yes you can but absolutely should not - really no reason to. Just open the
O'2003 PST file in Outlook.

If you need data from any of the folders in the O'2003 PST file in folders
contained in your O'2007 PST file - either "move" or "copy" the contents
from one to the other.
