Importing Junk E-mail Safe Senders list

I am using the JunkMailImportLists registry value to trigger Outlook 2003
into importing a list of safe senders. However, when the registry value is
set to 1 and Outlook is restarted, a side effect is that the Junk E-mail
protection level is changed to "No Automatic Filtering".

Does anyone have experience with this and a fix?

I haven't seen that effect. What is the build number of Outlook on the Help | About dialog? How are you deploying JunkMailImportLists?
