importing from OE

all,

i'm trying to import *.eml messages to ms outlook 2000
through "import internet mail & addresses", "outlook
express 4.x,5", then browsing to the folder which contains
the *.eml messages but keep getting the error message "the
mail folder can not be opened. If another application is
using this files, please close it and try again".

i'm sure that no other application is using the files,
neither using the folder, since the only application
running is ms outlook.

what did i do wrong? can someone please help?

You can't. You must first configure OE with the messages and then choose
Export from within OE
