When I import my mail from Eudora 6 the HTML formatting
commands appear in the text so I guess Outlook is treating
HTML messages as 'text' messages. How do I get Outlook to
display the messages as formatted HTML?

You can't.

What you could do is to "correct" each message in a text editor to
remove the HTML tags and save the text portions of messages in a
readable format, as I used to do, on occasion.

The problem is the way that Eudora handles HTML, which is not well.
That's why I switched to Outlook. Again, the problem lies with Eudora,
not Outlook.
