importing emails

I saved the Outlook Express folder with its contents from
Win 98 se. After upgrading to Win xp Pro. I imported
the messages. It says successful but only one email is
imported. The saved files remain in .dbx format but with
an address book icon. How do I restore the emails? I
have tried moving the whole O/E folder in window explorer
but not working.
